Administration of Justice



Situated on SRJC’s Santa Rosa Campus, the Administration of Justice
Program prepares students for jobs in the field of criminal justice
and all levels of law enforcement. The program offers a two-year
Associate Degree or Certificate in Law Enforcement, Corrections or Children in the Justice System. The two-year degree covers a broad range of information and professional skills in criminal law, corrections, and the American justice system. While this degree is intended for transfer, it also may lead to employment or advancement within the justice system. Students planning to transfer to a four-year university should complete the Associate Degree.

As one of the fastest growing professions today, occupations for AJ graduates include Police Officer, Trooper, Deputy Sheriff, Correctional Officer, Investigator, Security Guard, and Loss Prevention Manager, depending on the level of education and training.

Peggy Swearingen

Peggy Swearingen is a native  of Santa Rosa, having graduated from Santa Rosa Junior College with an Associate's Degree in Administration of Justice and later earned a Bachelor's Degree and teaching credential from Sonoma State University and a Master's Degree from University of San Francisco.

Her work experience includes public safety dispatcher, community service officer, reserve police officer, and full-time police officer.  As a police officer, she gained experience as a Field Training Officer, Hostage Negotiator, and Youth Diversion Officer. Her instructional experience includes teaching at a variety of different grade levels.

She and her husband, Tom, have raised two sons while continuing to live in the Santa Rosa area.

Mike Grabowski

Mike Grabowski came to the Santa Rosa AJ Department in August 2003 from Houston, Texas with an extensive background as a practitioner and academic in the field of criminal justice. His field experience includes policing, probation, corrections and parole. His previous teaching experience was at the community college and university levels. Mike has worked patrol, investigations, and supervision. He was also a law enforcement academy instructor and director.

As a Texas peace officer, Mike achieved TCLEOSE Master Peace Officer, Instructor, and Sexual Assault and Family Violence Investigator (SAVIC) instructor status. His corrections employment includes tenure with the Texas Department of Corrections as an investigator and parole officer.

Mike is currently a doctoral candidate at Prairie View A & M University in the School of Juvenile Justice. He has a Master’s degree from the University of Houston Clear-Lake and a Bachelor of Arts degree from Arizona State University. Mike has presented papers at numerous professional conferences nationwide. His research interests include juvenile delinquency, policing issues, and crimes against children.

Mike Meese joined our full time faculty in 2006 after many years of distinguished service as adjunct faculty.   Mike earned his Bachelor’s Degree from Saint Mary’s College and his Master’s Degree in Public Administration from the University of San Francisco.  He is actively pursuing his doctorate in the criminal justice field. 

Mike brings a wide variety of law enforcement experience to our program.  He has worked as a patrol officer, covert narcotics investigator, field-training officer, traffic accident investigator, special weapons and tactics team member, background investigator and as a detective.  As a sergeant, Mike supervised patrol officers, the reserve police officer program, training, pre-employment background investigation and oversaw the special weapons and tactics team.  Mike’s investigative work for a district attorney included domestic violence, homicide, auto theft and white-collar crimes.  Mike worked as a deputy police chief where he oversaw patrol and emergency operations and as a police chief for two departments.

He holds several certifications from California’s Commission on Peace Officer Standards and Training and Nevada’s POST Commission.  Mike was named as Officer of the Year twice. Mike received special recognition from the Federal Bureau of Investigation for his investigative work and from California’s POST Commission for his service in the development of pre-employment background investigation standards and courses.  Mike has been the featured guest speaker at numerous professional symposiums from Alaska to Massachusetts.

Mike enjoys collecting quality writing instruments and is an avid fan of auto racing.  Mike and his wife, Michelle, make their home locally.

Mr. Hill was born in Marin County and still manages the century-old family ranch where he was raised.

Prior to joining the faculty at SRJC, he served with the Novato Police Department (Marin County) from 1967 to 1981. He held positions as a Public Safety Dispatcher, Police Officer, Field Training Officer, Detective, Sergeant, and Lieutenant.

Mr. Hill instructs Associate Degree courses on the SRJC Main Campus and teaches the Evidence and Search & Seizure blocks in the Police Academy at the Santa Rosa Public Safety Training Center in Windsor. He also teaches Case Law/Legal Update in Advanced Officer training classes to officers and deputies in Sonoma, Marin, Mendocino, and Lake Counties.

Mr. Hill lives in Bodega Bay, where he serves as a Firefighter/Emergency Medical Technician with the Bodega Bay Fire Protection District. He enjoys time with his two chocolate labradors (Chica and Lupita), collecting arte folklorico (folk art) from Mexico, and watching NFL/NCAA football.
