Administrative Services Facilities Planning

PETALUMA PHASE II & R COMPLETION UPDATES:

The Petaluma Phase II project is approximately 98% complete with the College taking possession of remaining facilities (Physical Fitness Center, Mahoney Library, Central Plant and Smith Bookstore) in late May/early June. The new Phase II facilities, including Call Classroom and Administration Building and the Art & Science Wing, will be operational during summer school and for Fall 2008.

With the anticipated December, 2008 completion of Phase I Reconstruction (Phase R) work, Petaluma will truly become a “balanced” campus offering a full array of instructional programs, student services, a first class library and media center along with a new and expanded bookstore and cafeteria. Much of the Summer 2008 will see the completion of casework, shelving and built-in equipment installations as well as assignment and reassignment of new and existing furniture and equipment. The “new” campus sparkles.

LAWRENCE A. BERTOLINI STUDENT CENTER PROJECT:

The steel framing of the three-story, 78,000 square foot student services center is nearing completion with a “top off” ceremony anticipated within the next three to four weeks. The geothermal drilling portion of the project is anticipated to resume by early September. Additional environmental testing is underway which will assist the College in determining the appropriate drilling methods along Burbank Circle. Bertolini Hall is due for completion in late Summer, 2009.

COMMENCEMENT OF RACE HALL CONSTRUCTION PROJECT:

The initial demolition work (North Wall) is due to commence the week of May 27th. The reconstruction work will “re-skin” the building (brick tile) thus disallowing weather penetrations and replace and improve the window systems. Program faculty have decided to keep as much of the program housed in Race during reconstruction work. It is extremely important that we not allow the window/exterior reconstruction deter our students’ progress towards their degrees and licenses. The College will be providing on-campus “swing space” for classroom and offices outside of Race thus allowing for as much internal flexibility of program assignment during the disruptive portions of the reconstruction project. A.E. Nelson is the project contractor and Dick Behrens will provide project management and DSA inspection services for the College. It is anticipated that the project will take one year to complete. Concurrent to the construction work, the College is engaged in a legal process to recover repair and construction costs.

PLOVER HALL ONE-STOP STUDENT SERVICES CENTER IS OPEN!

The Plover Hall conversion project is complete and now occupied by an array of Student Services operations including Admissions and Records, Financial Aid, Scholarship, Assessment and Testing, New Student Program Services and a cashiering function. The 32,000 gsf facility was rehabilitated at a cost of $10 million divided nearly equally between the State of California and SRJC Measure A Bonds. The sense of the college community is that the conversion project not only has worked out well, it was a far less expensive solution than developing a new facility. Had the College attempted to replace the same square footage with a new facility, the costs would have exceeded $17 million. The College decided not to build another multi-story facility on the north side of Elliott thus easing the possibility of a “canyon effect” along Elliott. With the completion of the Bertolini Hall, the Santa Rosa Campus Student Services and Student Activities space will exceed 110,000 square feet.

CULINARY ARTS PROJECT:

SRJC continues to plan the Culinary Arts facility to be located on the east side of Mendocino facing the campus. Preliminary design is underway. The College has held two California Environmental Quality Act (CEQA) scoping sessions where the public was both informed as to the plans and

status of the new Culinary Arts Center as well as given the opportunity to express opinions, concerns in

regards to the impacts of a 22,000 sq.ft., two-story structure. The exterior design will reflect the

College’s heritage architectural theme and will have the bakery address the street with a view into the

building. Five teaching kitchens are planned along with a 60 seat cafe, bakery and classroom space. It is anticipated construction will commence in the Fall 2009 with an eighteen month construction schedule.

“GREEN PROJECTS”:

In addition to the geothermal fields project and several completed photovoltaic projects in Windsor and Santa Rosa, we will soon be commencing a new photovoltaic addition at Haehl Pavilion. This 49 KW project will be funded from previous rebates and itself will spur a $130,000.00 rebate from which we wish to “generate” further green related projects. The College is having its new facilities designed to LEEDs guidelines thus insuring sound environmental practices in the use of building systems, construction materials and furniture and equipment. Administrative Services is joining with the Institute of Environmental Education to further plan and adopt green policies and practices. An ad hoc green committee composed of facilities and administrative staff, IEE faculty and staff will commence meeting next fall in order to establish a proposed standing committee on environmental issues.

FIVE YEAR MASTERPLAN PROGRAM:

SRJC will be submitting its annual Five Year Capital Outlay Program which merges state and local planning into the College’s facilities masterplan. This year’s submittal will include the following projects:

Administrative Services Planning Update

May, 2008

Public Safety Training Center Advanced Laboratory Project: Preliminary Plans have been previously approved and working drawings will commence this next fiscal year. It is anticipated the project will be eligible for construction in 2009-2010. The $9 million project will be funded by $6,046,000 in state funds and $3 million in Measure A funds.

Santa Rosa Laboratory & Office Complex (Barnett Replacement): Preliminary drawing funds may be available in 2008-2009 pending State funding approvals. This previously approved project will be funded with $18,962,000 in future state capital outlay funds and would require $14,230,000 of future local funds. It is not a Measure A project.

Health and Wellness Center (Tauzer Gymnasium Expansion and Rehabilitation Project): This project has been approved at the Final Project Proposal level (FPP) and may receive state drawing funds in 2009-2010. This $67 million project would be funded with $31,628,000 of future state capital construction funds and with $35,834,000 of future local funds. Again, this is not a Measure A project. This substantial expansion and upgrade project would house disabled physical education, dance, physical education and athletics as well as provide for a new 50 meter pool, expanded activity space and much needed student support space.

Science Mathematics Project (Shuhaw/Bech Replacement): This proposed 78,000 sf, three story facility would be located on the site of existing Shuhaw Hall. Expanded laboratory and office space will be among the hallmark interior facilities. Current project estimates carry this non-Measure A project at $61 million with $34,617,000 in future state construction funds and $25,818,000 in future local funding. Current planning sites the building on an expanded Shuhaw Hall footprint. Bech Hall will remain functional during construction.

Assuming approval of the July Final Project Proposal submittal (FPP), preliminary plan funds would be released at the earliest in late 2010 or early 2011.

Bailey Hall Space Conversion: Future planning for the post-student services planning will commence during the Fall Semester 2008. It is anticipated to remain an office and conference center. Conversion planning and construction are a portion of Measure A funding.

Burbank Auditorium Initial Project Proposal (IPP): Preliminary planning work is underway for the development of an initial project proposal (schematic programming) which would lead to a major rehabilitation of interior and exterior Burbank Auditorium space. The project will focus on upgrading existing building systems and infrastructure as well as locating a “black box theatre” inside the current communications studies space (that program is slated to move to the SR Laboratory and Classroom Complex). The black box theatre would allow for much needed experimental theatre productions and rehearsal space.

Future Land Acquisitions: The College’s masterplan calls for the addition of property adjacent to or near the Santa Rosa Campus, Petaluma Campus and possibly in north and west county. Typically, land acquisitions are funded through local funds. The property, however, must meet state

educational facilities planning criteria.

GREENFIELDS PROJECT:

The physical education and athletics greenfields project is nearing design completion with the acquisition of the turf slated during Summer 2008. The College hopes to commence site and installation work during 2008-2009 on the fields and some auxiliary structures (dugouts, concession stands, etc.). Total project cost is valued at $6 million.

SUMMER PROJECTS SUMMARY:

Roofing 2008 will include projects at Bussman, Burbank, Pedroncelli and Barnett Halls.

EMS Upgrades: The College is in the process of a 5 year upgrade. Currently included are Bailey, Bussman, Haehl and Lounibos. The next phase will include five additional facilities.

Emeritus Language Lab: Remodeling and equipping the new language lab will be completed during Summer 2008.

Summer Paving Projects: The project will commence in early June to save and protect existing roadway infrastructure.

Emergency Generator Replacement Project: Emeritus Hall, Burbank Auditorium and Haehl Pavilion will each be upgraded.

Analy Kiln Replacement Project: Duct system under design. Two kilns will be ready in June.

Baker Fixed Seating Projects: Acquisition and installation costs have been approved and this work is set for Summer 2008.

PSTC Security Upgrade: The camera systems have been installed and infrastructure is in with completion scheduled for June 2008.

Shone Farm Projects: A myriad of activities are underway at Shone. The fencing project is bidding; acoustical system is underway; on-site paving and lighting will commence soon; the new tackroom facility will be complete in late Summer.

Legion Gate: The reinstallation of the Legion Gate archway is complete. The archway was raised by several feet in hopes of not coming into contact with errant truck drivers, et al. Legion Gate is a JC icon that has stood in place (when not under repair) for seventy-five years since 1933.
