Administrative Services Facilities Planning

PETALUMA PHASE II & R MOVES:

This major expansion project continues towards an early to mid2008 completion. Logistical planning (transitional moves due to reconstruction impact) has commenced. The project is running at budget ($54,000,000) and on schedule. The College has occupied the new maintenance facility and a number of buildings (Michael Smith Bookstore, Richard Call Classroom/Laboratory and the “E” Wing (Art and Science Labs)) will be completed as early as November/December.

Working closely with the architects and the construction manager, the Vice President for Administrative Services has determined that the first phase of space moves into new Petaluma Facilities will need to occur at or near the end of the Fall Semester 2007 and

during the Winter Break. New facilities utilized in the Spring include Call Hall (Classroom Administration), Michael Smith Bookstore and the E Wing (Science and Art Laboratories). Moves will include a combination of permanent and temporary moves necessitated by student comfort, construction safety, completion schedules, and reconstruction planning (Phase R). The College will vacate all existing Phase I facilities except for the existing cafeteria, bookstore and the 2nd floor of Jacobs Hall in order to provide a safe, healthy and timely reconstruction environment. Thus, the existing library will move temporarily to Smith Bookstore until such time as the new, larger Mahoney Library is completed and ready for occupancy. The science facilities will move to E Wing. With the exception of available classroom and laboratory facilities on the 2nd floor of Jacobs and in the modulars, the College will move 31,000 square footage of classroom, laboratory, administrative and student services support space into approximately 44,000 square footage of new space.

Concurrent with the space assignment moves, the College will be equipping as much of the new space as possible though there exists a possibility that some temporary moves will be made with existing furniture. Administrative Services will be working closely with the Petaluma administration on developing the move plan and dates. Petaluma administrators and consultants will work with program faculty and staff to coordinate the move. We ask for your support and assistance in making the move a safe and productive experience. We will keep the college community updated as we progress in the planning and scheduling of the Petaluma program moves.

SANTA ROSA CAMPUS INTERIM FOOD

SERVICE:

Necessitated by the removal of the existing Doyle Student Center, the College is establishing a distributive food service system for the next 2 ½ years. The College will use its three existing Food Kiosks (Entry Beautification Area, Barnett Hall and Emeritus Hall) along with the temporary servery, grille and (mid-Fall) a covered dining facility in the space located between Garcia Hall and Tauzer Gymnasium. The servery, grille and outdoor seating is to be available by August 20th. Highfeather will continue to operate the food

operations.

SUMMER INFRASTRUCTURE PROJECTS:

A number of summer infrastructure projects will wrap up prior to the start of the academic year. The Santa Rosa Interim Food Services site work is due for completion on August 10th. The Summer Paving and Walkway Improvement Project (including walkways around Analy Hall) will also be completed. At Petaluma, the reconfiguration of traffic signals and on/off roadway improvements are due for completion the week of August

13th.

MULTI-LEVEL PARKING STRUCTURE:

No, we did not run out of money nor did the contractor run out of bricks! Various external fascia stonework (pediments and caps) around the clock tower, north and south entry/exit points and on the Mendocino Avenue side will be installed during the next forty-five days. The delay in the completion was due to the lengthy submittal and approval process for fastening systems as provided by a sub-contractor. The College expects all 5 ½ levels and 1100 parking spaces to be available for the opening of the academic year. The College has been assured that the city street work on Mendocino Avenue is to be completed prior to the commencement of the school year.

DOYLE STUDENT CENTER DEMOLITION/BERTOLINI HALL CONSTRUCTION:

The Doyle Student Center demolition and preliminary sitework project (Bertolini Increment 1) is scheduled for completion in early Fall (October) with the bidding of Increment 2 (new construction) due in October as well. Thus, the new Lawrence A. Bertolini Student Center should be ready for occupancy for the Fall Semester 2009. The primary construction staging area will be the same as for Doyle Library (Salem/Elliott) and we may need use of the property acquired at 550 Elliott Avenue. The construction manager for Bertolini Student Center is Wright Contracting Inc. who performed the same role for the Doyle Student Center and was the general contractor for the Multi-Level Parking Structure.

PLOVER STUDENT SERVICES CENTER:

The Plover Student Services Center conversion project remains on schedule for a March, 2008 completion. This massive 30,000 square foot reconstruction project reduced the existing structure to its original walls. It is a shared State and Measure A funded project. Space has been reconfigured to meet student services programmatic needs.

JESSE PETER NATIVE AMERICAN MUSEUM:

This project remains on schedule for a November completion and winter occupancy. Retired anthropology instructor Ben Benson continues to assist in project development and materials selection. Considerable modernization work is involved in the expansion of the Native American Musuem into

vacated art gallery space.

PUBLIC SAFETY TRAINING CENTER:

The large photovoltaic project encompassing much of the parking lot is complete and operational. This environmentally friendly project takes most of the electrical requirements for the PSTC off the energy grid.

SANTA ROSA CAMPUS BICYCLE RACK PROJECTS:

With the completion of the Phase II Bicycle Rack installation project, the Santa Rosa Campus will have a bicycle parking capacity in excess of 650 spaces. This represents a bicycle capacity of 15% of parking capacity and in excess of the community standard of 10%. Additionally, the College received notification that it has been awarded a $50,000.00 Bay Area Air Quality Management District Grant (BAAQMD) which will provide 20 secure electronic bike lockers for the Santa Rosa Campus. The College hopes to connect the lockers with the “Bike Link” program (similar to electronic BART and Fast Pass) thus allowing low cost rental of these secure locker systems. These quad units will be located at four or five campus locations. The grant provides for a Spring 2008 acquisition and installation.

CULINARY ARTS PLANNING:

College staff and the Board Facilities Committee are currently reviewing responses to Architectural Services Request for Proposals. It is anticipated the College will select a responsive firm to plan and design the new structure which will house the culinary arts program, the community education and foundation programs. The proposed site location is on Mendocino Avenue across from the campus. The College would like to commence planning and design

work in September.

FACILITY REMOVAL PROJECTS:

Demolition work on the facilities located at 550 Elliott Avenue and on the Bech Temporary Parking Lot (old hair salon) will commence in mid-August and be completed in late September.

FUTURE PLANNING:

Public Safety Training Center Advanced Laboratories: This 12,000 assignable square foot project is valued at $8,597,000 with a 70% State share and a 30% Measure A funding share ($2,596,000). It is anticipated that the preliminary and working drawing funds will be released when the Governor signs the state budget. Construction funding should be due for 2008-2009. Anticipated occupancy would be 2010.

Santa Rosa Laboratory & Office Complex (Barnett Replacement): This 35,000 assignable square foot facility currently valued at $34,000,000, has received Final Project Proposal (FPP) funding approval. Subject to the passage of at least one statewide bond measure, the earliest start date for design drawings would be July, 2008. The anticipated State share is 58% with a 42% district match ($14,684,000). Pending State and local funding availability, the most optimistic construction start would be 2009.

Health, Physical Education and Wellness Complex (Tauzer/Quinn Reconstruction/Replacement):

The Final Project Proposal (FPP) was submitted to the State for this 100,404 assignable square foot facility valued at $51,678,000 and includes a 50 meter pool. This project will be subject to one or perhaps two statewide bond elections to cover the proposed 52% State share. Local funding sources, currently valued at $24,689,000, have not yet been identified as it will be post Measure A. The earliest commencement of drawings would be 2009. The College anticipates a funding share struggle as the State does not apply the same funding standards for physical education facilities as they utilize for other instructional programs.

Science & Mathematics Replacement Facility (Shuhaw and Bech Halls): The Initial Project Proposal (IPP) for the 56,316 assignable square foot science and technology center was submitted with a project cost estimate of $62,300,000 and a SRJC projected ($12,926,000) share. The College does anticipate the State attempting to negotiate this project to a 50/50 share.

RETIREMENTS:

Two facilities planning related retirements are scheduled for Administrative Services during 2007-2008.

Jay Carpenter, Director of Facilities Operations, will retire December 31st after 22 highly productive years of service for Santa Rosa Junior College. Jay’s vast knowledge and skills contributed greatly to facilities site and systems planning throughout the District.

Curt Groninga, Vice President for Administrative Services, will retire effective June 30, 2008 after twenty-six years of service at SRJC as part of a forty year career in California higher education.
